Of the 1700 or so downloads of cookie-cat from WordPress.org only 10% have actually used the cookie-cat options page to load the most up to date cookie-cat XML file from this server.
This is a blessing in disguise since the backlog of plugins to analyze is not increasing too dramatically BUT it has now exceeded 800.
